A lot of the handheld systems do get linked to PAL roms because they usually don't have the 50Hz problem to start with, and like you said it offers more languages out of the gate. Someone might link it to the PAL version, but that might require a lot of dev time if the memory locations are different. RE4 for example is only linked currently to the US image. That being said, for me, the bigger deal is RetroAchievement support.
